§ 13-11. Fees.

  • (a)

    Base application fee. The applicant shall pay a base application fee as reimbursement for all actual costs incurred by the city including but not limited to planning, engineering and legal costs for processing of subdivision applications, including minor subdivisions, variances or appeals. The base application fee shall be the amount set forth in the city's fee schedule.

    (b)

    Additional fee. At any time while the application is pending and before its final conclusion, if the city manager determines that the base application fee is estimated to be insufficient to pay for the present or anticipated actual costs as defined by section 13-11 of this Code, an additional fee shall be required as determined by the city manager and be paid by the applicant.

    (c)

    Fee payment. Fees shall be payable at the time the preliminary plat is submitted to the city clerk and are not refundable unless application is withdrawn prior to referral to the planning commission. No application for plat approval shall be granted or approved until all fees are paid in full.
