§ 4. Personnel Board.

  • Subd. 1. There is hereby created a personnel board consisting of three members who shall be appointed by the mayor with the consent of the council. Each member shall serve for a term of three years, except that of the members first appointed, one shall be appointed for a term of one year, one for a term of two years and one for a term of three years, each expiring on December 31st; and each shall serve until his successor is appointed and qualified. The first members shall be appointed within thirty days after this ordinance takes effect. The members may be removed by the mayor, with the consent of the council, for cause after written notice and an opportunity to be heard. No member shall hold any other municipal position. Before entering upon his duties each member shall subscribe and file with the City Clerk an oath for the faithful discharge of his duties. A chairman shall be elected under such rules as the board may adopt.

    Subd. 2. The board shall hold regular and special meetings as provided by its rules. All meetings and hearings shall be open to the public. Two members of the board shall constitute a quorum. Members shall be paid only for those meetings at which certification interviews are conducted of perspective job applicants to fill existing or future civil service positions for the City. Effective January 2, 1988 said compensation rate shall be $35.00 per meeting. Effective January 2, 1989 said compensation rate shall be $75.00 per meeting. Members also shall be paid all necessary expenses. The board shall select a secretary to serve at its pleasure. The secretary must be a member of the board or an employee of the municipality. The board may authorize the payment of compensation to the secretary in a sum not exceeding $100 per year.
