Statement of Intent and Purpose. The Northwest Suburbs Cable Communications Commission
("Grantor") intends, by the adoption of this Franchise, to bring about the continued
development and operation of the System. The continued development of the System can
contribute significantly to the cable communication needs of the citizens of the Cities.
2.
Authority. The powers, rights and duties of Grantor are those provided to it pursuant
to the Agreement adopted by each member City. The Agreement has been adopted pursuant
to Minnesota Statute 238.08 and this Franchise is subject to that Agreement.
